We honestly don’t know if Bedyehibel was a person – likely a governor of Samaria – or a saying. Meshorer & Qedar suggested it may mean “let Bel grant life” but they were unsure. It could have also been a person, and there were several documented governors whose names are believed to been on Samarian coins.
My suspicion is this is a person because several variations of it occur. However, no such Bedyehibel has been found in papyri thus far, but we do have a limited sample size.
