Heracleopolis, also known as Sebastopolis (the name used on this coin), is now the city of Sulusaray, Turkey. The exact founding date is unknown, though archeological evidence shows it was occupied since the 3rd millennium BCE. It may have been founded during the time of Trajan.
Evidence shows the city had a close relationship with Komana, Pontos and served as a trading crossroads. Given the previous name of Heracleopolis, I suspect the statue depicted actually existed.
Numerous statues and artifacts have been uncovered recently in the excavations.
