The Koinon of Cyprus was a federal assembly and league of cities for Cyprus during the Roman period. It minted coins, such as this one here.
For the case of this particular coin, the scorpion on the reverse led it to be attributed to Asia Minor, but recent findings have all been in Cyprus. It’s believed that the Capricorn and star on the obverse symbolized the Emperor Augustus, while the scorpion and star on the reverse was the zodiac sign for Tiberius.
It’s therefore conjectured that these coins were minted perhaps early in Tiberius’ reign and demonstrated the continuity between the two emperors.
