Kybele was the Phrygian mother-goddess and was strongly associated with lions, who here are depicted on either side. Statues have been found with her riding a chariot driven by lions or seated on one. She was the primary goddess of Phrygia.
Not much is known about the specifics of her cult in Phrygia. Her worship did spread to the rest of the Roman Empire, but differed in significant ways from her home region.
